Registration and the setting of team rosters is done in two stages: Priority-Registration and Open Registration.  These two periods of the registration calendar are described in more detail below.  Placement priorities for registrations are also outlined below.


Order of Registration Processing

Registrations are processed in the order that they are received, during both pre-registration and open registration.  Simply put, those registrations received first will take precedence over registrations received later in either the pre-registration or open registration periods.  In the event of a conflict with competing requests with identical receipt dates, a lottery will be held to determine priority.

During the Priority-Registration period, registrations received will be dated for the date of receipt and provisionally placed according to their placement Priority status.  Registrations with Second and Third Priority status will be held separately until the close of pre-registration, at which time all entries will be reviewed and final placements made for the formation of initial rosters.

Registrations received after the close of Priority-Registration will be dated, processed and placed as they are received.  Registrations received after the close of Priority-Registration automatically default to Third Priority placement status and players may be placed on other teams as needed and so determined by the Player Agent and/or the Executive Board.  No exceptions will be made to this policy.


Placement Priorities

Registrations are divided into three categories of Priority for placement onto teams:

First Priority: children who played in WSAPWB the previous season who are staying in the same franchise.  Priority of placement will go to the older age group in a particular division (i.e. 6-, 8-, and 10-year olds for Shetland, Pinto and Mustang respectively) as they would be returning to the same Division and team as the previous year; players who “played up” a Division the previous season will be included in this priority of placement.   Players moving up from a lower division keep their First Priority status if there are open rosters spots as of the close of Priority-Registration; if there are no spaces available on the team, players may be assigned as determined by the Player Agent.

Second Priority: children who played in WSAPWB the previous season but want to change to another team.  By choosing to request changing teams you will give up your First Priority placement level, with no guarantee that your request will be accommodated or that you will stay with your previous team.  Requests for team changes will be considered after Priority-Registration closes and before initial rosters are finalized. These requests will be filled based on available spots on the requested team and the order of receipt of the registration.  If no spots are available on the requested team, the player will be placed as so determined by the Player Agent.

Third Priority: children who played in WSAPWB the previous season but failed to pre-register, or children new to WSAPWB.  If a specific team is requested, these requests will be filled based on available spots on the requested team and the order of receipt of the registration.


Priority-Registration

The concept of Priority-Registration always seems to be a matter of some confusion, even to parents who have been with the league for many years.  The Priority-Registration process is done in order to simplify the administration of the formation of initial rosters for teams and to determine the number of teams that will be playing in any particular Division (Shetland, Pinto or Mustang).

Priority-Registration is the period from the opening of registration until a cutoff date, determined annually by the Executive Board, in which returning players will automatically receive First Priority status for staying with their existing franchise, unless they choose to relinquish their First Priority status with a request to change teams.  Players who waive their First Priority status with a request to change teams but still submit their registrations during Priority-Registration will take priority in their placement requests over Third Priority registrations received before Priority-Registration closes.  This does not, however, guarantee their request will be accommodated.


Open Registration

Open registration is simply the period from the close of pre-registration until such point as all teams have reached their maximum number of players as determined by the Executive Board.


Rosters

Coaches will receive a preliminary roster at the first coaches meeting in January which lists all the returning players and players moving up from the lower Division from the previous season.  This preliminary roster is only a projection of possible players and is by no means binding or final – it is only to aid the coach in projecting his possible player pool.

At the close of Priority-Registration, an initial roster is determined by the Player Agent and distributed to the coaches at the General Meeting in late February.  The initial roster is comprised of all players who exercised and met the First Priority placement priority criteria, and the remaining registrants from the Priority-Registration period.

Final rosters will be issued to coaches when their team has reached the maximum number of players allowed per team as determined by the Executive Board, usually consisting of 12 players in Mustang and Pinto and 10 in Shetland.  Players may be added ad-hoc at any point until the close of open registration

Let it be clearly stated and understood that at no time is a coach in the position - or have the authority - to assume, promise or assure any player is guaranteed a roster position on their team.  The Player Agent and/or Executive Board will be the final arbiters of roster assignments and may re-assign players as deemed necessary at any time.


Age Limits and Balancing

Article V Section 2 of the League By-Laws states “At no time shall a team roster include more than eight players of league age 6 for Shetland, league age 8 for Pinto, and league age 10 for Mustang.”

The intent of this rule is rather simple – to prevent any team from having a disproportionate number of older players and hence an advantage over other teams within their Division.

We will be enforcing this policy as part of the registration process.  As outlined above, children of the older age group on a particular team will have priority placement to keep them with their current team, until such point that the limit is reached and players may then be re-assigned to other teams to keep within the guidelines of this policy.  This does not mean that every team will have an equal number of older or younger players with every other team in their Division, only that no team will be allowed to have more than eight players of the older age group.
